A new pop-up will open saying Flash is out of date. Change “Adobe Flash” from “Ask” to “Allow”, then close the popup. Click on the “Secure”, “Not Secure”, or the padlock to the left of the URL tab. After creating this file and populating it, open up Chrome. These URL patterns are sites you’re allowing to run flash on. What browser are you using? Does using a different browser give the same error? These are the things we were looking to have answered by the larger screen shot.This workaround should only be used for emergency situations as you should truly try to reduce your dependence on Flash. I suspect that you have a extension/addon/plugin that you are disabling to get you past the error and to connect you to chat. 
It would be helpful to have the larger screen shot that was requested.
It also looks like you aren’t connecting to chat (probably have a red plug) when you get that error. Also, your second screen shot looks pretty normal.
